Inside an urban flood early warning system

FloodCtrl is one chain, end to end: from a rain gauge tipping in a ward to a pump starting and a message on a duty officer's phone.

Sense

Ultrasonic level sensors in drains and sumps, tipping-bucket rain gauges and pump telemetry, reporting every minute over cellular with a long-range radio fallback for when the network gives out.

Forecast

LiDAR terrain and DGPS-surveyed stormwater drain networks feed hydrological and hydraulic (H&H) models, so rainfall becomes predicted depth at a known junction, not a general warning for the city.

Warn

Thresholds escalate from watch to alert. Each step has a named recipient, a channel and an action already agreed with the city — CAP-compliant SMS and WhatsApp, public address sirens, dashboards, control room.

Act

A decision support system for the city's flood cell and integrated command centre: SCADA pump and dewatering status, hotspot depths, evacuation triggers, and a record of what was decided and when.
